Littlehampton Town Council's first proposals for the Littlehampton Neighbourhood Plan were published around the first week in March with a four-week public review period that ends on 8th April - but you probably didn't receive the flyer informing you about this until half way through this period - so there isn't much time to consider your response. Another poor start, unfortunately, but there are still several stages to move through.
This is part of the new Localism Legislation, and offers communities participation and a much better defined role in planning for the future of their neighbourhood. The Plan eventually has to be approved by Local Referendum, and the District Council must adopt the Plan if it is approved.

The Upper Eden Neighbourhood Plan
This is such a big local issue that we will soon be setting up new website and forum to encourage input and participation on all aspects of plan, not just Leisure.

To get things going, a new thread has been started on the Windmill Theatre / Cinema Complex Forum on this website, which gives some vital - if somewhat technical - insights into the process. It really is a departure in Public Participation that we must seize.
