Littlehampton Town Council propose Threatened Facilities as Assets of Community Value

Littlehampton Town Council  Planning and Transport  Committee have proposed that the Windmill Theatre, the Swimming & Sports Centre, the Maltravers Park, and the Norfolk Pleasure Gardens should be listed as Assets of Community Value.
The Committee has delegated power to carry out this action, and the nominations have been submitted to the District Council for listing as Assets of Community Value, under Part 5 Chapter 3 of the Localism Act 2011.
As the action has already been carried out there's no need to contribute to the open public question time at the Town Council meeting at 6-30pm on Thursday 29th November, in the Millennium Chamber, but if you feel inclined to turn up and express your support it would encourage all Councillors in their defence of our Leisure Assets.
The Assets of Community Value measures in Part 5 Chapter 3 of the Localism Act 2011 provide for a local council to maintain a list of 'community assets'.  Local community groups, Town or Parish Councils are able to nominate an asset, and, if the nomination is accepted by the local authority, it will be listed. Then when it is put up for sale the group will have to be informed and will be given time to prepare a bid.  There is no community right to buy the asset, just to bid.

This is great news! Congratulations to Littlehampton Town Councillors!

Though we recognize it is only a first step to keep the Windmill and Swimming / Sport Centre by exercising our rights under the new Localism Act – if we have to.

Two paths are enabled by the asset nomination.

The first path is the nomination is needed to exercise a Community Right to Bid, which comes into play - if Arun District Council does indeed decide at its 11 February 2013 Cabinet Meeting to sell off these sites and our assets on them to hotel or housing developers.

The nomination also supports a secon path which is the Community Right to Asset Transfer.

The Asset Transfer may be a good option especially for the Windmill, if ADC allows the asset to be transferred to the Town, for example, or Inspire Leisure or another Community Trust for a nominal sum (as it is our asset not one to be soled for the benefit of others in say Bognor) and the Distict Council makes some consideration for transitional operating support for an agreed period of time.

This recognises the Windmill Entertainment Centre and the Leisure Centre serves community needs not only of Littlehampton residents of all ages, but also families to the east in Rustington, East Preston, Angmering and other nearby areas.

Since any community group is entitled to nominate assets of community value, it would be helpful if all community groups in Littlehampton and "Arun East" could demonstrate their support for the action taken by the Town Council by also submitting a nomination. No legal obligation is incurred by taking this action.

It is a fact indeed that the Windmill Theatre, the Swimming & Sports Centre, the Maltravers Park, and the Norfolk Pleasure Gardens should be listed as Assets of Community Value. I simply don’t understand why they are trying to do this. It is a kind of public property.
